What is the terminology for the family dynamic of including some members and excluding others?

This is a large family. One member will e-mail some members but exclude others in a plan. There is a “divide and conquer” feel to it, an attempt to get some members on one’s side.

the word “discernment” comes to mind. Why must everyone in the family be included? Are all members willing to contribute? Are all members contributions welcomed, rational? I do not include all members of my family to make decisions about all matters of my life.
